Proposed Parking Changes - Paddington

In May 2014, Council endorsed the Neighbourhood Parking Policy and resolved to extend the permitted parking time on some streets in Paddington to better accommodate patrons of local business and cinemas. Council also requested a review of parking time limits and hours of operation in parking area 15.

The majority of parking in area 15 is signed 1P, 8am–2am, 7 days with permit holder exemptions, with the exception of some special purpose controls (e.g. Loading Zone) and 39 spaces on Greens Road with 2P restrictions.

Following Council’s resolution, the City surveyed parking occupancy and compliance in August 2014. The findings of the survey showed:

  • Demand for parking was highest between 2-5pm on Thursday and 2-4pm on Saturday, with all spaces occupied.
  • On both days, the greatest demand for parking by non-resident permit holders was between 10am and 5pm and the greatest demand for parking by resident permit holders was after 5pm.
  • Weekday compliance rate of approximately 72% across all 1P bays, and a weekend compliance rate of approximately 68%. On Greens Road, compliance was 74% on weekdays, and 81% on weekends.

Overall, parking compliance is high given the strict one hour time limits in the majority of the area. Occupancy is also high, and for this reason no changes are proposed to the majority of controls in parking area 15.

What changes are proposed?

The proposed parking controls are shown on a diagrammatic map.

In parking area 15, changes are proposed to parking time limits and hours of operation in South Dowling Street, Moore Park Road and the non-residential frontages of Greens Road. Controls are proposed to be:

  • 2P, 8am–12 midnight 7 days on South Dowling Street and Moore Park Road (currently majority 1P 8am-2am with a small section of Loading Zone, 8am–6pm, Mon-Fri)
  • 4P, 8am–12 midnight 7 days on the eastern side of Greens Road adjacent to Victoria Barracks, and on the western side adjacent to the College of Fine Arts (currently 2P 8am-2am).

In parking area 13 the proposed changes are limited to:

  • 4P, 8am–10pm, 7 days on the western side of Oatley Road (currently unrestricted save for two bays with 1P restrictions at certain times)

Existing permit holder exemptions will not change.

On upper Oxford Street, it is proposed to extend the 1P limit to 2P, consistent with the Neighbourhood Parking Policy recommendation for retail streets. Roads and Maritime Services, who has responsibility for this particular section of Oxford Street, has indicated it will agree to the change.
